E 'essential to establish the institutional means of participation, where their function should be to solicit and collect needs, the needs of citizens so that they become target the preparation of municipal budgets. The allocation of resources must become the means for citizens to compare the different needs, overcome conflicts, find the settlements.
For us it means to be part of the players choices and affect the allocation of public resources.
